Bug #1866: Rakefile dependencies don't do the right thing

Description

The project's Rakefile needs a revision seeing as the dependencies aren't set up correctly; ie. you can touch a source file and running bin/rake make won't actually do anything. (As it is right now you have to bin/rake clobber to force a rebuild.)
