Bug #1657: Tweaks to Windows installation instructions

Description

Testing on a Windows XP machine:

www.vim.org download does report +ruby in the :version output (+ruby/dyn to be precise).

DevKit install no longer seems to work. Can't find header files. May need to look for another solution.
