The way it currently works it shouldn't be downloading anything if you have the art already embedded in your tracks; ie. it should only try downloading as a fallback if iTunes doesn't hand over the art.
But independently of that question, I think you're right that there should be an option to never download, even if iTunes doesn't hand over the art.
Possibly related issues: ticket #54 (about using previously-downloaded art as a last resort). There was also a ticket about iTunes sometimes not handing over art, but I can't find it right now.
Changing the summary line from "floater + album art" to something a little more descriptive.

I tend to remember music by graphic covers and so enjoy the floaters displaying the art. But I much prefer to be able to choose to display only my own graphics and never download - especially as I'm playing music not necessarily available on the net. That's actually how it seems to work for me as I've chosen the preference not to allow Synergy to initiate connections. Too many programmes make their own covert connections to the net for my comfort.
